What to do for united communities after the first election - methodical recommendations and sample documents

Experts from the Central Office of Reforms under the Ministry of Regional Development have prepared methodical recommendations on operational planning in the united communities (DOWNLOAD).

The collection presents draft decisions that are typical for the united territorial communities and relate to various aspects of the localization of the activity of the relevant council and the structural divisions of its executive bodies.

In preparing the collection, the authors used their own experience in supporting the activities of the first OTs that were set up in 2015, as well as the experience of communities created later.
When using the provided templates, keep in mind that this is not a mandatory indication of how to act. This is more of an advisor, a benchmark for which you can work, preparing projects for your own decisions.
Authors:
Vera Kozina - Senior Legal Expert, Analytical and Legal Group of the Central Organ of the Minoregion,
Lesya Fedchenko - legal expert of the Analytical and Legal Group of the Central Organ of the Minoregion,

The methodological recommendations were developed with the support of the Program for Ukraine on empowerment at the local level, accountability and development of "U-LEAD with Europe".
