USAID's Agrarian and Rural Development Support Program (AgroSilver Development), implemented by the "Kimonix International Inc.", invites applications for grants for investment activities aimed at expanding markets and volumes of increased value-added fruit and vegetable production. for its direct producers by improving existing and / or creating new capacities of logistics infrastructure, introduction of new technologies and innovative solutions in the product flow chains "from fields to the table ".
The AgroSilc Development project will provide grants to commercial enterprises that demonstrate their leadership and ability to create modern new or modernize existing logistics platforms (centers) to provide services to small and medium-sized enterprises (SMEs) in the formation of marketing chains of effective marketing of fruit and vegetable products and who will become providers of new technologies. (services) of pre-sale training, such as, for example, storage, sorting by size, washing and cleaning, packaging of fruit and vegetable products from the obligatory th implementation of international standards of quality and safety traceability of production and marketing.
The purpose of the grant program
The purpose of this grant program is to expand the markets and volumes of sales of high value-added fruit and vegetable products to its direct producers by improving existing and / or creating new capacities of logistic infrastructure, introducing new technologies and innovative solutions in the product flow chains from field to table.
The USAID AgroSilc Development project will not finance construction. The project can only support the upgrade or development of a small-scale infrastructure.
Goals of the grant program
1) improve existing or introduce new technologies (storage, sorting and packaging) in order to reduce losses and increase the value added of fruit and vegetable products throughout the supply chain, taking into account the international standards of traceability of logistics of fruit and vegetable products (HACCP);
2) to increase the competitiveness of fruit and vegetable products in the domestic and foreign markets;
3) to increase the volume of export of fruit and vegetable products;
4) attract additional investments and / or loans.
The project will primarily support proposals that will serve as models for the best practices in the logistics of fruit and vegetable products that can be replicated or expanded in the future.
Under this program, grants are provided as a partial co-financing of the creation of logistics centers for the improvement of sales of fruit and vegetable products, in particular:
creation of one logistic center (platform) of fruit and berry products in the central region of Ukraine (Kiev, Zhytomyr, Vinnytsia, Cherkasy, Poltava regions);
creation of one logistic center (platform) of vegetable production in the southern region of Ukraine (Mykolayiv, Kherson, Odessa, Zaporozhye regions);
introduction of new or improvement of existing technologies of pre-sale preparation (sorting, calibration) of products for further transportation by automobile and other modes of transport;
improvement of technology of storage of fruit and vegetable products;
improvement of packaging.
Each of the centers, in addition to complying with the above-mentioned requirements, should be located next to the main transport arteries, own or have a long-term lease of the premises suitable for the establishment of the center, experience in such events, and establish business relations with market participants. Enterprises in the eastern and / or southern regions of Ukraine also have the right to apply.
Identification of small and medium enterprises
The USAID AgroSilc Development project defines small and medium-sized enterprises (SMEs) for itself:
Small enterprises in the countryside must have more than 10 (ten), but less than 50 (fifty) full-time employees. For the purposes of this activity, enterprises that can demonstrate financial statements for the sale of goods for three or more years with an annual turnover of at least UAH 1 million, but not more than UAH 15 million, are suitable.
Medium-sized enterprises must have a significant number of employees, with at least 50 (fifty) of them working in one location included in the program. Enterprises with fewer employees located within the territory of the implementation of the program may also be considered. Medium-sized enterprises must demonstrate financial reports on the sale of goods for at least three years worth over UAH 15 million, but not more than UAH 100 million per year.
Each grant must directly contribute and achieve at least four of the following six results:
the number of SMEs / SOCs that received better access to services (storage, processing of agricultural products, sorting, packaging, logistics, market information, access to high quality seeds, planting material, mineral fertilizers, plant protection products, etc.) increased;
increased the number of SMEs / SOCs that introduced new technologies for storage, processing and post-harvest processing of agricultural products;
at least 25% increase in productivity after harvest and value creation as a result of new or improved existing technologies (for example, storage, sorting and packaging of fruit and vegetable products);
increase in the share of fruit and vegetable products, which is realized on organized domestic markets by at least 20% and its export by at least 25%;
implementation of international standards (HACCP) of logistics of fruit and vegetable production (the project will promote the implementation of international standards by involving consultants who prepare the company for certification, the company, in turn, undertakes to independently pass and pay for certification within one year);
attraction of additional investments (own funds, foreign investments, funds of state support programs and local budgets, donor co-financing, with the exception of USAID funds), leasing or loans for the purchase of new equipment to improve the logistics of fruit and vegetable products in the amount of at least 50% of the grant amount.
Grant applications that have a more significant impact on the development of value added chains will receive a higher score in the selection process for the grant. It is therefore important to include numerical indicators in determining the expected results.
The order of submission of applications
Applications for a maximum of 20 pages (technical proposal, budget and supporting documents) must be submitted electronically to email@example.com no later than 18:00 hours on Kyiv time on January 24, 2018. In the subject line of the letter, please indicate "RFA-05".
Applications submitted later than a specified time, or those that do not meet the requirements for filing (completeness) of documents, will not be considered.

Seminar on the preparation of applications
The AgroSilc Development project will hold a training seminar on January 16, 2018. The AgroSilc Development project will provide updated information on the time and location of the seminar to organizations that have sent letters of intent to participate in the workshop, one week before the day it is held. This workshop will allow interested applicants who meet the eligibility criteria to ask questions about this LFA and get an explanation of how to fill out the application form. Interested applicants who meet the eligibility criteria listed in Section IIIIA and wish to attend the seminar must confirm their participation by sending a letter of intent with information on the surname, first name and patronymic of the participant and the name of the organization to the head of the grant department and Vladimir Nekonechny's contracts, to email@example.com. There can be no more than two representatives from each organization present in the seminar. Confirming participation in the workshop, please indicate if your organization has any special needs in terms of the ability to get to the premises where the seminar will be held. Reimbursement of costs associated with participation in the workshop is not expected.
